Legislation
Infant and follow-on formula are controlled under the PARNUTS (Foods for Particular Nutritional Uses) Directive. This can be viewed here: PARNUTS Framework Directive
Infant formula and follow-on formula are products that are designed to satisfy the specific nutritional requirements of healthy infants and young children. Commission Directive 2006/141/EC of 22 December 2006 on infant formulae and follow-on formulae and amending Directive 1999/21/EC is the result of the revision of the legislation on infant formulae and follow-on formulae. The Directive can be be found here: Commission Directive 2006/141/EC
This gives requirements for the composition and labelling of infant formula and follow-on formula. The annexes of the Directive give criteria for the levels of protein, carbohydrate, fat, mineral substances, vitamins and certain other ingredients in infant and follow-on formulae including, where necessary, minimum and maximum levels, following the detailed advice of the Scientific Committee on Food (SCF).
The UK has enacted this Directive into UK legislation (The Infant and Follow-on formula Regulations (2007) SI no 3521), and can be found here: UK S.I. No 3521 Infant and Follow-on Formula
